Ah, that is very different from failing. I should have known better than to quote Elisha on rules!

A true master's modifier would be so large that he'd still be plenty successful after that reduction. Though the loss of T10 and T20 is still quite vexing.

You might have also noticed that pf2 if not as easy to get a really high modifier on any skill at first level, at least not as easy as it is in pf1.
They tried to make things "more balanced." Failing in pf2 is a real option now. No more level 1s with a +20 stealth or whatever skill you're trying to munchkin
